Welcome to the CLEARS Central Chapter!


                        “Communication Is The Key To Success!”

The Central Chapter is made up of Stanislaus, Tuolumne, Mono, Merced, Mariposa, Madera, Fresno, Kings, Tulare, and Kern Counties.  Over 300 members and growing strong representing management and supervising staff of Sheriff, Police and other Criminal Justice agencies from throughout the State of California belong to CLEARS organization.

My name is Shirley A Moran, Records Supervisor with the Tulare County Sheriff’s Office.  I have the privilege serving as President of the Central CLEARS Chapter 2020.  I have been employed by Tulare County Sheriff’s Office since 2007.  I was hired as a Records Clerk and then promoted to Supervisor in 2019.  On my very first day, a Captain’s wrote on my message board “Communication is the key to our success.”  To this day, it is still on the board as reminder the importance and value communication has as an individual, a department, and an agency.  I was introduced to the CLEARS organization in 2018 and discovered a world of knowledge, networking, and friendship.  As we move forward, we are faced with old and new laws that would affect every law enforcement agency.  It is up to the Records unit to maintain compliance, adhere, and respond as mandated by law.  It is important that we keep the networking flow with all California Law Enforcement agencies.  CLEARS is a source to relay that communication.  CLEARS gives you the opportunity to grow and become more knowledgeable.

Last year, all California Law Enforcement agencies were confronted with SB1421 and AB748.  As an organization, CLEARS representative reports to legislation the negative impact law enforcement agencies would encounter if passed.  Whether opposing or supporting, I encourage you participate as a member and network with other agencies.  CLEARS is the link that binds communication between law enforcement agencies.  Stay focused and stay alert, CLEARS will always hear your voice.
